Yes there is a non local quota of seats available always for all the states. You will be coming or taken under that quota of seats. The answer to your question would be Yes you are eligible for admission at Delhi university.

Your eligibility for admission in DTU or BITSAT will be on JEE(Mains) exams.
Admission is on the basis of rank you score in exam.
Apart from JEE exams you must have above 75% aggregate and 60% in each subject for BITSAT
And for DTU you should have above 60%
