After completing Diploma, to take admission B.Tech(Lateral Entry) in NIT is not possible as NITs, IITs don't provide Lateral Entry program. You can also consider other esteem colleges for Lateral Entry like: VIT, LPU, BITS, Assam Don Bosco University, Ahmedabad University,Jaypee University of Information Technology, Techno Global University,

Yes for sure you are eligible for iiit and you can easily get Admission there. Need not to worry. Because the admission there is based on jee main exams  So all the best have a great future ahead.
