HI, For BCom yes you can apply in DU if you did not have maths.
But for BCom Hons you cannot apply as you do not have maths.

How exactly can I get an admission to IISt in 2017? I heard they changed the criteria..Is it based on JEE Advanced Rank?

Yes, IIST will take admission through JEE Advanced.
The IIST admission web portal for online registration will be open from 22nd May, up to 12th June 2017.

if I got 60 % marks in each subject of pcm then am I eligible for the admission of bits Pilani ??

should have passed class 12 or equivalent exam (from any state or central board of school education) with 75% aggregate marks in Physics, Chemistry and Mathematics/Biology. They also need to have secured 60% marks separately in each of the three subjects to get admission in Bits Pilani.
