Considering your rank in entrance exam is 422 and that your boards exam score is 71.6% you seem to have not much chances for admission in UILS, Chandigarh or the other centres.

Manish as per your query ,the eligibility is minimum aggregate of 40% in CBSE or state board in 12th board exam in PCB for OBC, SC and ST,therefore you are eligibile. For general it is 50% aggregate. And also you have to qualify the entrance test NEET UG for
