With such a less score you cannot expect a MBBS or BDS seat through the AIQ.
If you are a domicile of the state then you can have chances.
As you are belonging to the reserved categories you may have better chances than general category.

UPSC exams only required graduation in any field. You can clear the exam. Even if you have good grades in your graduation level and have lot of knowledge about your subject then you can choose as your optional subject in Mains Exam.

Everything is relies on level of difficulty of test but still 49 in obc category is not sufficient for taking admission in govt. college for btech but still there are possibilities of getting good Colleges in your home state through your score...try for guiding round or councelling round

Cutoff for B.Tech confirmation through Hpcet 2019 is 20% for General Category and 15% in Reserved class. This implies you need atleast 15% of 300 (absolute checks in hpcet) which is 45. So with 51 score in HPcet you are qualifed in the exam and are eligible for applying admission
