It depends where you have done your 11th n 12th class in which state because it becomes your domicile. In case if you don't get through seat in state quota you can apply for all India

You will be eligible for both the State's domicile and can participate in State Quota of both the States. You are eligible for Delhi's institutional quota because you studied your 10th and 12th from Delhi and Odisha's State Quota because you are a permanent resident of this State.

Submit an RTI to the mci and you will get a copy of it.. anyway they have stopped giving out hard copies of eligibility certificate after 2012.. i cleared in 2018 and got through without showing any original at delhi..

you need to contact the certifying authority relating your problem. if it can possible to re issue another certificate with the corrected details.MCI eligibility certificate is issued by medical counselling of india, it is a legal proof given by the MCI, that the Medical University which the student attends

Dear Rahul, NMC hasn't changed any eligibility criteria of NEET. For now everything remains the same. NTA has already released the official schedule for NEET 2020 and it doesn't mention any change of rules by NMC. So there are no changes whatsoever. The eligibility criteria remains unchanged.
