PSUs mostly dont hire post graduates, they prefer undergraduates. I am assuming you are from civil background.

You can answer GATE , crack it and can get into PSUs.

Following are the PSUs which hire Civil graduates.

1. AAI

2. HPCL.

3. IOCL.

4. NFL.

5. NPCIL.

6. NCL.

Yes you can get into PSU if you have second class in BE. But there are very few PSUs whose eligibility criteria is less 55 %. But if the candiadate is from SC/ST or OBC wih second class marks he/she can apply for mjority of PSUs.

Since you are working in psu so you will not get an study leave.                

You will have to prepare for llb all on your own and so the distance learning program will be best for you to do llb.
