Even though you completed your 12th in Maharashtra, you did your MBBS in Telangana. Hence, you will be eligible for Telangana's state quota and not Maharashtra for PG admissions. The state you pursue your MBBS from becomes your state domicile for further studies.

No you can not get admission in the course of MSc Botany without applying or registration in it. You first need to fill the application form and it is only then that the admission process in the said course would begin and initiate accordingly.
