As you did mention about your category in question, so considering you as a general category candidate, it is very difficult to get seat at government medical colleges for mbbs ,bds, bams,bhms course at 142 marks. You can get admission in private colleges for bds,bhms and bams course.

yes , you have to report at the college . only then the cancellation process will get completed and college would give the details about your refund like whether the entire amount will be refunded or the refund amount will be partial..hence you have to report at the college about
