If you have taken admission in 1st Year in your college then you can't leave that college without giving penalty.
Secondly, you can't get admission in 2md Year directly from JEE although you have completed your 1st Year. You have to start from the beginning itself.

According to UGC guidelines for academic year 2022-23 for fee refund till October 31, 100% tution fee is refundable except 1000 processing charges.
Caution money and security deposit, should be refunded in full.
If you don't get refund then you can register your grievance at the UGC portal
