If you have completed diploma in engineering then you will be eligible for lateral entry to b tech degree Course if you have scored minimum eligible marks in diploma .

Eligibility for pursuing b tech or bachelor of emgineering Course is that the candudate must have passed class

With 61.13 percentile in JEE Main admission to NIT Hamirpur unlikely, especially in more competitive However if you belong to a reserved category like ST you might have a better chance .it's best to check specific cutoff for your category .
