Yes you can change stream from science (PCB) to arts in class 12th but only if your school has no issue and allows you to do so.
You will have to speak to the coordinator or principal at your school to check whether you would be allowed to change

Hello,

Yes you can appear for NEET in 2020. The maximum age for NEET is 25. But as mentioned above that you are from SC category, the age limit is 30. And you have PCB as subjects too and minimum marks are 40% for SC.
