Yes, if you have completed your 12th from science stream and wanted to change stream after 12th than yes you can change it. Like you can pursue graduation in arts field like ba honours, ba economics honours, etc. And after that you can go for civil administration exams

Neet eligibility is to qualify 10+2 with at least 50% as aggregate from recognised board with physics, chemistry and biology. 

And age limit is between 17 to 25 years. So if your qualify the eiligibility criteria than you can appear for neet exam.
