If you fail in the optional subject than it will not affect you admission. So dont worry about it and if phy is physical education than this response is applicable. You must need to pass your basic 5 subjects in your board examination. Optional is to improve your percentage in

Yes in college you can carry phone with you in both arts and science college. But you can not use in the class during lecture. In case some college not allowing you for mobile in campus they will inform you in the terms. So please be aware for the terms.
