Regarding Round 2, your counsellor is correct,with such a high rank, it is very unlikely that you will get a seat in these colleges, even if seats remain vacant. However, you might still have options in private dental colleges under management quota, where admissions are based more on eligibility (qualifying NEET) rather than rank.
