As per the curriculum of University of Delhi, there is no as such provision regarding changing of SOL to a regular college. School of Open learning is an institution itself affiliated to Delhi University.

Yes you can definitely sit for JEE mains 2020 because you qualify the eligibility criteria OBC students which is 65% in 12th so yes you should definitely give it a try.
