Yes. Your daughter is eligible to write Karnataka CET. You can write a exam of any state. It does not depend on whether you are a localite or not. But she will not be given the local benefit for admission as her domicile is not of Karnataka.

Considering your percentage in class 12th and percentile in DU JAT 2019, you may not get admission in the top constituent colleges of Delhi University offering BMS.  But You may expect admission in the following colleges:

• College of Vocational Studies
  
• Ramanujan College

You will have to justify the cause of your gap with a valid reason to the institute you join to study and during the placements interview as well.You wont have any problem in case you are opting for medical or commercial fields since there is no age limit in theses
