Your class 12th marks is not sufficient for admission in NITs, IIITs and GFTIs. They demand for 65% in board or be in top 20 percentile of your respective board. If you are from CBSE than you have no chance. In case of other board you can check

There is no any role of your class 12th marks in deciding your cml rank of  jcece.
But you should have to carry your results during the time of counseling for documents verification.

Yes of course you can apply state quota in medical college.Basically , the rule is that your 12 certificate should be from a recognised educational institute does not matter private or government.But the certificate sgould be of delhi and not not even of Delhi ncr.
