Its alright if you have only 12th passing certificate as 10th certificate is required for taking admission in 11th standard. But 12th certificate is used everywhere in future.

There may not be separate reservations or facilities for the scheme you mentioned but if you are from General category you may fall under the 10% quota of EWS category if you annual income of your family is below the mentioned limit. It is a new category so previous year
