The eligibility criteria for appearing in neet is in terms of qualifying marks of 12th boards exam is-
1. Candidates belonging to UR category must have scored 50% in PCB aggregate and passed each if these  subjects individually
2. For OBC /SC/ST/ reserved PH category its 40%

Unfortunately with a percentage of 48% in class 12 boards you cannot get into any colleges without management or vacany quota. You can try writing entrance exams held for respective colleges. You can write the improvement exam for better chances to get admission in colleges.

Hello neha,
You will get state quota only if you are applying for college in your respective state. You will not get quota if you use Mumbai domicile in up or vice versa. You should use only in your own state where domicile is applicable.
