Fristly, it is JEE advanced not advance. 

Secondly, keep your board percentage with you, it won't help you for getting an IIT.

So, regaridng your 14.8k rank, if you are a general candidate then it is a hard time for you brother.

Yes boards marks are important for admission in MBBS courses. 

To get admission in MBBS course, In boards you need to get minimum:

50% — UR

40% — SC,ST,OBC

But board marks are not considered in making merit. Only marks obtained in NEET UG exam is considered to calculate merit.

Dear you can apply for your graduate degree in any private college you can get easily admission through your 12th marks or you have to give the general entrance exam of that university that exam is not that much tough it is just basic exam anybody can clear those exams.
