For IAS exam conducted by UPSC first of all you should be at least of 21 years of age.
Secondly you should hold a graduate degree from any recognised university under any stream or course.
Also you should be a citizen of India.
For appearing in IAS exam
First of all your have to score above 75% in 12th class otherwise you can't be able to get admission in nit or IIIT and you have to score above 95 percentile rank in JEE mains for a government engineering College.

I am really sorry but your percentile is really low so it will be so tough to get top colleges.
I would advise you to check the official cutoffs through the link that I mentioned below. We see that the cutoffs always get higher with every year but
you just need to be a graduate to apply for the job in bank or railways so you can do b.sc or b.a. accourding to your intrest

Well dear I have never heard of such gap certificates,institutes don't ask it normally.But,if their is a particularly university and you have to take admission there and they are asking for it,then you may.

The NIT tag is an important tag that is generally preferred over other government colleges. According to JOSAA, the eligibility criteria for getting into any NIT is that one should have at least 75% in class 12 board exams.
