if you are a general category student it is not possible for you to get admission in Delhi University. The cut offs for most of the courses is more than 85% and your percentage is very less compared to it. So you cannot get admission in Delhi University.
No, you can't get into BSc Biotechnology without having Biology as a subject. Even if you get an admission in BSc Biotechnology at some other college, you'll have to work a lot on your concepts in Biology because BSc Biotechnology is all about biology only.
