see every colleges of india has some seats reserve for non domicile candidate. thats will not be a problem for you if you get chances some colleges under punjab university , you can take hostel and can study in punjab.

Scoring well in class 12 is good but you have to keep in mind that high cut off is there for govt engineering colleges. You have not mentioned for which state and for which exam you are asking the cut-off. If you are very keen to study CSE at top
