It depends upon the JEE Main and JEE Advance cut offs, If You manage to qualify the exam by achieving the cut off, You can apply for JOSAA Counselling. It should be noted the cut off for EWS/SC/ST/FEMALE/OBC category is lower than the general category

Which college is best in between vjti cs and coep cs?

Both college CS is best. If you want best of best than go to top IIT/NIT/IIIT etc. COEP/VJTI CS is as par with top NITS. Fees are very low as compared to NIT/IIT. Almost 100% placement of CS student with median package of 6-8 lakh/ annum.

i havent submitted the online application form due to some reason still can i get the admission in the college on the basis of mhtcet?

This is not possible since they don't have your records. So why will they call you for Counseling? Still you can call them and ask if you can go to them directly and submit your details or not. I think it is the only possible way.
