Both college CS is best. If you want best of best than go to top IIT/NIT/IIIT etc. COEP/VJTI CS is as par with top NITS. Fees are very low as compared to NIT/IIT. Almost 100% placement of CS student with median package of 6-8 lakh/ annum.
This is not possible since they don't have your records. So why will they call you for Counseling? Still you can call them and ask if you can go to them directly and submit your details or not. I think it is the only possible way.

No, you will not get any government college or VIT or NIT. But Don't be depressed. You can try for other competitive exams like bitsat, kiit. These are also a good colleges with high placement record. These colleges have good lab department also. So be relax. Best of luck.
