In order to take admission in government college through MHT-CET you must have domicile of Maharashtra.If you are outside Maharashtra then you will eligible only for private college.You should go with JEE main marks over MHT-CET marks for private college.

For Mtech the cutoff for COE Pune is simillar to of NIT's. So, if you are not qualified for the GATE exam then i am sorry you can't get into COE Pune considering any category.
