You have not mentioned your category assuming that you belong to general category considering the cut off in 2019 it is difficult to get seat in the college that you have mentioned. You need to score 99 or above percentile in MHT CET  to have chances of getting seat

As far as UPSC preparation is concerned, you can opt for a college which is comparatively laid back in its dealings with academics so that you get more time to yourself and your preparation.

In that respect, I'd say Cummins College of engineering would be okay.
