As long as the college from which you have passed your graduation, it's recognized by UGC, the degree is valid, and you can appear for UPSC if you're 21 years as on 1st August of the appearing year, in other cases like State PSCs, SSC CGL/CPO, UPSC CDS, RRB Recruitment, Banking for PO/Clerk, Insurance Companies recruitment for the post of Assistant/AAO to name a few, generally these exams don't ask for specific aggregate, as long as you have passed graduation from a recognized university, and your meet the age criteria, you can appear, the aggregate factor only become essential for NABARD Grade B officer/ RBI Assistant which require 50% aggregate, and in case of RBI Grade B Officer, it's 60% aggregate at graduation level, age relaxation is of course provided to reserved categories for all the aforementioned exams.

Yes definitely you can apply for UPSC and other government exams depending upon their other eligibility criterion. Graduation is the basic requisite for any of the government exam whether it is conducted by UPSC or any other authority, but there are some other conditions that the candidate needs to satisfy in order to be eligible for examination, like for UPSC some conditions are given below :-

Yes, students from private university or college are eligible for the government exam on the completion of their degree . Candidate can apply for the SSC CGL, SSC MTS, UPSC, DRDO, RAILWAY EXAMINATION, SSC CHSL. A candidate must fulfill the eligibility criteria for the exam. It doesn't matter the university is public/private but it must be affiliated from the relevant authorities.

Yes BCA students are also eligible for writing UPSC EXAM, you can also give SSC exam. For the IAS, IFS & IPS, a candidate must be a citizen of India.
For the IRS and other services, a candidate must be one of the following: A citizen of India a person of Indian origin who has migrated from Pakistan, Myanmar, Sri Lanka, Kenya, Uganda, Tanzania, Zambia, Malawi, Zaire, Ethiopia or Vietnam with the intention of permanently settling in India UPSC ELIGIBILITY All candidates must have as a minimum one of the following educational qualifications: A degree from a Central, State or Deemed university A degree received through correspondence or distance education A degree from an open university A qualification recognized by the Government of India as being equivalent to one of the above. I don't think it will affect you while giving any government exam. For any government exam there will be a eligibility criteria and certain age limit.
For civil services exam the eligibility age is 21 years and should have a degree from any recognized University.
In the same way, other government exams also will have certain age limits.

With reference to your query, I would glad inform you that students of all the universities whether private(affiliated by ugc and aicte) or government are eligible to appear in government exams . Different exams has different eligibilty of course perused by students in bachelors, if you arre meeting those requirements , then you are eligible for the exam

Additionally, there is a lower age limit to apply for government job as 18 years. The upper limit for government jobs is 32 years.

Yes, civil engineering has very less income in private sector. To earn a good amount, you should be in government sector. If you belong to a very good financial background and your parents are comfortable with it, you should devote all your time to entrance preparation.
But if you need to earn, I will recommend you to give tution for 2 hours daily and do an internship or do part time job in private sector and give all your remaining time to your entrance exam preparation.
Now look at your financial background and decide!!

Yes, in general affidavit is accepted by most of the counselling bodies in order to rectify unintentional mistakes during the process. For the issue you have mentioned, you need to carry a self attested affidavit claiming that both the persons are same and it should be supported with legitimate proofs and documents. In general cases like these are generally approved by the verifying officer and you are allowed to proceed with the admission procedure.
