If you have got a college in 1st spot round and want to change your college then your fee will be transferred to the other college. And if you do not get any college in 2nd spotting round then your seat in earlier college will be remained.

We the chances are pretty low for you to get the VMMC through IPU counseling because the cut off goes high.

But as your category is OBC, you might get allocated a seat in the college by the end of the counseling but the chances again are low.

You have first deposited Rs40000 which is done to make sure that you are interested in IPU and for the allotement of the colleges You have to give a DD or Rs5000 if there is any college alloted to you in the spot round and to take admission in

With this rank there is very less chance to get admission in any college under IPU for Bsc nursing , you may try in spot round to get admission in any college.

If you are getting colleges under general category them you might have not applied with SC since my friend with sikh quota has applied with open category and was getting open category colleges or you have not done the caste verification which is done was done in various colleges
