Hello Rajnish kumar Gautam, with 1094 rank in IPU-CET, it is difficult to get admission in VIPS for B.A. . As you belongs to the General category and also you are not from delhi too, so it is difficult to get a seat in VIPS with 1094 rank in IPU-CET.
