For IPUCET 2019, your rank of 16968 in BBA and you belong to outside Delhi region. You haven't specified your reservation or category so I am assuming it too be general in the case. See your rank is way too high to get a good government college or any private good college in IPU. You can try for medium level college for your rank. I hope it helped
