Yes, if you get college then you need to report in the respective colleges with their Admission Slip, the Provisional Allotment Letter, the Academic Fee Receipt and other necessary documents for verification, and pay the balance amount of fees (if any).
Yes it is important for you to be present at the time of counselling. Unless you have some genuine reason to not be present during the counselling, the counselling committee would not allow you to participate in the counselling and your admission will stand rejected.

You have to register yourself for IPU SPOT COUNSELING online.
ipu does not release the merit list ipu just release the resukt in rank format and then the couseling process will start and admission are done on the basis of counseling process as per the rank you have scored. all the best have a great future ahead.
If you get a seat in spot counselling round and decide to withdraw your admission, you won't get a fee refund, atleast not 100%. You have to check for the specified rules and guidelines for fee refund as stated by the university and withdrawal of admission if done at

Both are good in there respected places. But my suggestion will be go with the IPU it is more good in term of placement, in term of facuility, in term of teaching even Internship aslo.
