Since you are outside delhi, Its not sufficient for you to get a seat in IPU colleges.
The cutoff is always very high.

Last year the ranking were around 5500 for Delhi general at which last seat of IPU was allotted.
So I am afraid that there are less chances for getting admission in IPU
