If your friend belongs to Delhi then he will get extra benifite. But he have high chances for good college.

Im afraid the rank may be a little lower if its in general category, if you have a reservation it will work in your favour

dont lose hope, do check out the previous year intake scores of your desired colleges and make informed decisions
