Yes of course, if you have been allotted a seat in GGSIPU for MBBS but you are not satisfied with it then you have an option of float the seat which allows you to take part in further rounds of counselling without loosing current seat. For this you have to report to the college and pay the required amount and then take part in further rounds of counselling, now if you would be allotted a better seat in further rounds of counselling then the current seat seat will be automatically cancelled and the money you have paid there will be refunded to you within few days.

Below are the BJMC colleges under IPU ranking wise , the cutoff rank for the top 5 -6 colleges is within 2K , you may find it difficult to secure a seat in those but based on number of seats available and number of applicants , you may get in lower ranked colleges in the list either in 1st round or second round.

Please elaborate your question and mention your All India Rank and Category for better Predictions because Percentile is of no use in Counselling process, Allotment is done on the Basis of Rank and Category, So If your category is general and you are from outside Delhi then here I am sharing with you the previous year Round 2 Cut Offs of USIT, MSIT and Bhartiya Vidyapeeth for CSE Branch, Cut Offs of Round 1 2020 is already available on IPU Website.
1. MSIT (2nd Shift): Minimum Rank: 48466, Maximum Rank: 53091.
2. Bhartiya Vidyapeeth: Minimum Rank: 41762, Maximum Rank: 51143.
3. USIT: Minimum Rank: 8734, Maximum Rank: 24539.

You havent’t mentioned your category. If you are General and OBC then its impossible to seek any seat and if you are SC and ST then ofcourse you will get.
You can go with private colleges, there are some colleges that accepts NIMCET rank for admission

Yes, GGSIPU MBBS Counselling fee is refundable. All you have to do is after the sliding round which is done in online mode, apply for the refund. The refund will be credited back to your bank account. Usually refund takes a lot of time to let it credited back to your account, so till the time wait patiently. Also, it is not required to visit the campus of GGSIPU to ask for the counselling refund of sum Rs.40000.

IPU offers B.Pharmacy as a course in only the following Colleges:
Their total seat intake is around 200-210. If your rank is 250, then you cannot get a seat here because even in this 200-210, there will be EWS reservation and also reservation for OBC,SC,ST. General Category students will have to compete in Open Category and so a rank of 215 will not get a seat because first there are not those many seats for B.Pharma.

In case, the candidates wish to withdraw their admission from the allotted seat after payment of part academic fee, they can do so by logging into their account. Such candidates will not be a part of the subsequent counselling rounds, but will be allowed to participate in the spot round of IPU CET 2020 seat allotment.

85% of total sanctioned seats are reserved for candidates belonging to Delhi Region. Candidates who have passed class 12 from any school/ institute in Delhi or from any college/institute affiliated from GGSIPU University fall under this category. Since, you have Delhi domicile so you will fall under this category.
Since you didn't mentioned your desired college, So in general, If you are a general category candidate then you need to have rank below 3000 to get into top colleges if you belong from SC/ST then you need to secure rank under 5500 to get a seat in top colleges.
