Generally students start preparation from 4th semester, in first year the time is passed to understand the environment the college but i will suggest you to start your preparation from 3rd sem.

No it is not going to be enough to be honest. The syllabus for IES is more compared to Gate and not to forget there is a subjective round of exam in IES too.

if you are only interested in Electrical engineering, choose EE but if you are also interested in electronics then choose EEE. in goverment sector, electrical is better then electronics but for private sector, electronics is better than electrical.

definitely the level of ies is much higher than gate but both have their own advantages mostly students start preparing in third year specially for gate and for ies from 2nd year so it depends on hardwork first you should prepare well for gate and excel in technical
