If you have already signed a bond regarding to this then there is no alternative to this you can't get your stipend. But in any case if your college is working against there guidelines then you can ask for what is yours (stipend)

Pursuing the MBBS degree in Russia is a bit different as compared to the process in India
. The degrees awarded to students after completion of Medicine course in Russia is M.D (Physician), which is equivalent to MBBS in India.
Also the whole course is for a duration of 7 years which include the compulsory Internship.
Eligibility criteria for admission in MBBS in Russia is as following -
• candidate must have passed 10+2 passed with an aggregate:
– 50% in PCB for general category

MCI rules require private medical colleges to pay stipend during internship . Hence they pay for namesake, and make up for it in terms of fees collected. Imagine paying 30k per month and collecting 15-25lakh course fees per annum.
