In case of regular colleges . attendance is mandatory .. But , if you want to pursue Distance course in Law , then Attendance will not be mandatory, through Self study and given study material. you can get a law degree.

CLAT is conducted by the Consortium of National Law Universities (NLUs).  The Common Law Admission Test (CLAT) is a national level entrance exam for admission to law course in 22 national law universities and more than 70 affiliated colleges. To get seat in a particular NLU you must score the required cut off rank. The admission is based on rank secured in CLAT Entrance Examination. As you can see the cut off is institute and category specific and it changes every year depending on total number of candidates appeared, difficulty level of examination and total number of seats available etc. It may increase or decrease.

You haven't mentioned if you are seeking admission to Under Graduate course or Post Graduate course based on the information available in your profile we consider that you are seeking admission to Under Graduate course. To have decent chances of getting seat in an NLU you need to score minimum 70-100 marks or above in CLAT UG.
