If they have resided in the local area for a minimum period of 4 consecutive years, immediately preceding the year they appear for the relevant qualifying examination

As far as I know, Yes, the Railway Protection Force ie RPF comes under the defense quota for admission.
Also, Yes, you can take admission in MHTCET colleges on the basis of defense quota. There is a 5% reservation for this purpose. You have to select that option
If you get a seat in first round and don't want it then you can go for free exit.
