It depends upon the colleges you are asking about.

For NITs, IIITs, GFTIs you need to participate in josaa counselling

For example,
There's NIT Nagpur in Maharashtra, for this you need to participate in josaa counselling but for state Colleges like  Pune Institute of Computer Technology, Dhankavdi, Pune etc.
