Yeah, you may get a seat in veterinary colleges. As you have scored less marks in neet when compared with your category you may or may not yet a seat. But as you choosing veterinary instead of MBBS the chances for getting a seat are higher. Here is the link

With this score, it is difficult for a seat in Government College for any course that conducts its admission based on NEET score. If you belong to OBC, you will need more than 450. Having said that, this is based on 2019 data and cut offs change every year. Cut

This is not a compulsion to register for All India Quota, if you want to take part in state counselling.
These are two separate process
With 263  marks, there is lesser chance to get government BAMS college but you can get private college in Maharashtra through 85% state counselling

Unreserved category- 490 to 400

OBC catagory- 490 to 350

SC catagory- 350 to 280
