If you have completed your both 10th and 12th from Maharashtra state, then you are a domicile of Maharashtra. And as you are domicile of Maharashtra, you can apply for Maharashtra State (85%) Counselling only and not for Goa State (85%) Counselling .

But yes, if you want to pursue your Medicine from Goa only, you can go look for Goa Medical Colleges through MCC AIQ (15%) Counselling.

As you are scoring between 117 to 150 out of 720 in NEET (UG) examination and considering your Category as SC, chances are less to get B.PT Seat in any of the Government Medical Colleges in Maharashtra.
You needed at least 30 to 50 Marks more to be at safe side to get B.PT seat in Government Medical College.
You also have an option to go for Private Medical Colleges either for MBBS, BDS, BAMS, BHMS, BPT, etc. But remember, here your Caste Certificate of SC will not be eligible since this is Private Medical College. Also, keep a note that fees of Private Medical College ranges between 10 Lakhs to 1 Crore for MBBS.

For admission in any medical course under government quota, you need to wait till the NEET results are out. Since government quota admission procedures start as soon as the results are out. Procedures for the admission in all the courses or document submission date will be put on their official website only. You need to check the website frequently for the results and deadlines for the procedures.
Also, to apply for admission in any course under any reserved category you need to have a certificate mentioning that you belong to that particular category. Please make sure you have it so that when the results are out you will be saved from all the hassle. You can also apply through state quota if you have domicile for that particular state, as per the state counseling 85% seats are reserved for state quota students, this might increase chances of your admission. So make sure to have this one as well.

As you Have OBC-NCL that is permissible to all of India so you belong to the OBC category and it is eligible for all Indian states. So you will be eligible for OBC quota to get medical college at Mumbai government college. But the Home state quota will not apply to you as you are a resident of Uttar Pradesh.

According to previous year sources neet cut off for obc will be between 133-107 . As you have 130 marks, you have a good chance for achieving cut off. But getting admission for bams this mark is not enough. You need to get 490+ to get admission in government bams college. For private colleges minimum 300+ is needed. So, with regard of you're query. Yes, you can get admission in engineering colleges of Karnataka through lateral entry. For that you will have to appear in DCET examination. DCET entrance test is a gateway for admissions to 2nd year of engineering colleges and 1 year of architecture programs offered under the lateral entry scheme.

OBC-NCL and OBC of state are of two different categories, If you have OBC of State then it will be applicable for state only. If you have OBC-NCL then you are of OBC Category which is permissible to all of India and you you are eligible for OBC-quota.
