Both the ranks are equally important. You are called in the counselling according to your Common Merit Rank(CMR). Now, if you belong from General category, Category Rank is of no use to you. But if you are eligible for reservation in any category, Category Rank is of utmost

If you would have been of general category then your ranking would have been a problem but as your OBC raking in 1500s so I  would suggest you to wait for your counselling sessions as you have greater probability of getting selected for any of the good NIFTs 

National Institute of Fashion Technology, the exam conducting body will conduct the counselling of NIFT at the end of May/June, 2018 onwards.

Getting rank 19th is a huge thing. You'll be getting NIFT Mumbai for sure . Congratulations , it's a  big achievement. If you wouldn't have been of SC quota then also your chances of selection for the top NIFT was 100℅
