NCC training can be done in college or even in school on a voluntary basis. The training is done for 300 periods which gets completed in 3 years and  is specifically for senior wing or division training while for junior wing or division training the training takes place

Yes, you can apply in second year of BSc for NCC. To get the NCC certificate you will have to work as a cadet for National Cadet Corps for one year. There is no bar for when you can apply to NCC. You can also apply in third year
