Yes, you can apply in second year of BSc for NCC. To get the NCC certificate you will have to work as a cadet for National Cadet Corps for one year. There is no bar for when you can apply to NCC. You can also apply in third year

SO it seems diffiicult that you can get any college.

Your NCC certificate is not going to help you in any means for admission in MBBS course . MBBS ( Bachelor of Medicine and Bachelor of Surgery ) is five year duration course and from 2016 onwards candidates have to appear and qualify in NEET examination or AIIMS
