NTA has released the neet ug exam date as on 01-Aug-2021. however till now form filling has not started , due to covid 19 pandemic it is difficult to predict the possibility of postponed of examinations, exams will be conducted one the situation comes under control, also students safety

See NEET Application form is not released by different institutions, there is a conducting body called National Testing Agency (NTA) which use to conduct NEET every year. So NTA will release Application form for NEET the you will be able to fill it out.

No you cannot do so because in India NEET result is only valid for one year so if you give two consecutive attempts of NEET and can't clear second attempt then also you cannot use the result of your first attempt because it was valid for only that
