My ews certificate was issued on 23/12/2019. Since neet exam got postponed twice and was conducted on 13 Sept can i use same ews certificate for my admission process (which is expected to start at the end of October month)

The EWS certificate is valid for a whole year since the date it was issued. Everyone is pretty sure that the counselling process will be done by november 2020. As you stated that the certificate was issued in December 2019, be rest assured that You don't need to get it

Orthopedic pwd candidates can apply in neet.

Candidates with 40% disability or above get the certificates and reservation in neet. There is no upper limit. Certificates are issued by state if district Medical authorities. These are Chief Medical officers and sub divisional Medical officers.

As per last years cutoff, i cannot see chances of getting a government medical seat with this rank. Your rank is higher for getting a seat through both All India Quota and State Quota. You can refer the link for last years cutoff.
