By free seat do you mean Government quota seat?

Even though you are from SC category with 166 marks you cannot get a seat in any government medical college and not even government quota seat in private medical college

Sorry to say but you can not get admission even  in any private college of mbbs with this score . As to get admission in private college at least you must have qualified the cut off of NEET and here you are even not qualifying the cut

Hello

Yes to get admission in MBBS/BDS in any college in india you will have to qualify it. For foreign country also to you will have to write the neet exam and qualify it. Without writing NEET exam you cannot get a seat anywhere in any college through any quota.
