See if you preparing for NEET UG then NCERT is must so you should definitely be thorough with NCERT and as far as MTG fingertips is concerned so it is the book which is not sufficient for NEET UG preparation therefore I would recommend you to go with

Yes you are eligible  for neet exam. The minimum criteria is that you need to have biology subject in your class 12 th and as you have so you are good to go.
