No you will not be eligible for NEET UG because there should be Physics and Chemistry in your curriculum of class 12 and suppose if Biology is additional or main then it would work but Physics and Chemistry should be there so if not then you are not

First of all I would like to clear that, there's no pwd reservation for mental illness in neet, only those who have mental illness less than 40 % are eligible for neet/mbbs. Those having equal to or more than 40 % mental illness are not eligible for neet/mbbs.
